SUBJECT: Unhelmeted Reckless Motorcyclist Seriously Injured in Restaurant Parking Lot Crash

GENERAL NARRATIVE
On February 21, 2018 at approximately 11:30 PM, Kingsport Central Dispatch was notified of a serious motor vehicle collision involving a motorcycle in the parking lot of Buffalo Wild Wings, located at 1721 East Stone Drive in Kingsport. Kingsport Police Patrol Officers initially responded to the scene; however, due to the seriousness of injuries, the K.P.D. Traffic Unit was summoned to the scene to investigate the crash. Their findings thus far are as follow:

A 2016 Suzuki GSXR 600 racing style motorcycle was being ridden through the parking lot by Jarred Lee Delph. Mr. Delph was not wearing a helmet and was operating the motorcycle recklessly and at a high rate of speed. Meanwhile, a 2001 Honda Civic compact 4-door sedan, being driven in a safe and lawful manner by Joshua D. Moyers, was entering the rear of the parking lot from an entrance off of Indian Trail Drive.

The motorcycle crashed into the passenger side of the Honda. Neither Mr. Moyers nor his sole passenger sustained any injuries; however, Mr. Delph sustained serious injuries that were no doubt aggravated by the fact that he was not wearing a helmet. Mr. Delph was transported to a local medical facility by Sullivan County E.M.S. and currently remains hospitalized in the Intensive Care Unit.

The collision currently remains under active investigation by Crash Reconstructionists from the K.P.D. Traffic Unit who are following up on suspicions that alcohol impairment and underage consumption were potential additional factors in the incident. Charges are pending.
