On Saturday, July 1, 2017 at approximately 4:00 PM, a man was arrested for indecent exposure while parked in front of Kohl’s, in the Kingsport Pavilion Shopping Center, located at 2626 East Stone Drive in Kingsport. Store patrons notified the Kingsport Police Department after observing the man exposing his genitals and masturbating while sitting in a white car parked in the fire lane directly in front of the store.

Upon arrival, Officers observed the man attempt to leave in the described vehicle, and a traffic stop ensued. The man, now identified as Larry R. Hildebrand, stated that he had been waiting in the car for his girlfriend while she was inside the store. He acknowledged engaging in this very offensive, and quite public, behavior in what was otherwise a very family oriented atmosphere, but indicated that he did not think anybody would notice.

Mr. Hildebrand was arrested, charged with Indecent Exposure, and transported to and confined within the Kingsport City Jail. He was later released after posting a $1,500 bond as specified by the presiding magistrate.
