SUBJECT: Lynn Avenue Murder Suspect in Kingsport Police Custody (Updated with Current Mugshot)

GENERAL NARRATIVE
This news release has been updated and reissued complete with the most current jail booking photograph of Anthony Lee Moosman, taken after his arrest on February 21, 2017.

As previously released:

Throughout the day on Tuesday, February 21, 2017, Officers of the Kingsport Police Department have been following up on numerous tips and leads in an active search for wanted first degree murder suspect, Anthony Lee Moosman. At approximately 11:15 PM, Officers were following up on a tip, searching the area of Miller Village Apartments, located at 3832 Eastline Drive in Kingsport, when Mr. Moosman was spotted in a breezeway.

Mr. Moosman made a brief yet ultimately unsuccessful attempt to flee from the officers on foot; however, he was quickly apprehended and taken into custody without further incident. He has been charged with 1) First Degree Murder, 2) Felony Murder, 3) Criminal Attempt to Commit First Degree Murder, and 4) Especially Aggravated Robbery.

He has been transported to the Kingsport City Jail, where he will remain confined, pending an arraignment scheduled for the following day, with no current eligibility for bond as determined by the presiding judge.

The investigation into the Lynn Avenue incident remains an active homicide investigation by the K.P.D. Criminal Investigations Division. In the interest of preserving the integrity of the investigation and with the ultimate goal of a successful future prosecution, no additional details can be released at this time.

As previously released:

On Monday, February 20, 2017 at approximately 9:30 PM, Kingsport Central Dispatch was notified of a possible shooting incident at a four-unit apartment building, located at 391 Lynn Avenue in the Lynn Garden Community of Kingsport. Officers from the Kingsport Police Department Patrol Division rushed to the scene.

Upon arrival, officers located two adult male victims, both of whom appeared to have been inflicted with multiple gunshot wounds. One victim, Stephen R. Caudill, was located inside apartment #4 and was determined to be deceased. The other victim, Clayton A. Ray, was located outside on the front porch of apartment #2, and was still responsive. Mr. Ray was rushed to an area medical facility by Sullivan County E.M.S. for emergency medical treatment and is currently listed in critical condition.

Evidence of a marijuana grow operation was found inside apartment #4. Detectives from the K.P.D. Criminal Investigations Division responded to the scene and began an extensive investigation which would last throughout the remainder of the night. Their findings determined the following:

A lone suspect came to 391 Lynn Avenue, Apartment #4, armed with a handgun, in a premeditated attempt to rob the two residents, Mr. Caudill and Mr. Ray, of drugs and money. At some point during the robbery, the suspect opened fire with the handgun, killing Mr. Caudill and critically wounding Mr. Ray. Mr. Ray went next door to apartment #2 for help and collapsed on the front porch.

The suspect fled the scene. During the course of the investigation, he was quickly identified as Anthony Lee Moosman. It is believed that he and the victims were previously acquainted. A warrant has been obtained for his arrest, charging him with 1) First Degree Murder, 2) Felony Murder, 3) Criminal Attempt to Commit First Degree Murder, and 4) Especially Aggravated Robbery. He currently remains at large and should be considered armed and extremely dangerous.

Mr. Moosman is an 18 year old white male adult. He stands approximately 6 feet tall and weighs roughly 150 pounds. He has brown hair and blue eyes.
