SUBJECT: Serial Stalker Convicted, Sentenced, and Incarcerated on Recent Charges

GENERAL NARRATIVE
Convicted serial stalker, Albert J. Toronjo, entered a guilty plea in General Sessions Court today, Thursday, February 11, 2016, on his most recent charge of Criminal Trespassing. Upon his plea of guilty, he was given the maximum allowable sentence of 60 days in jail. He was remanded back into the custody of the Sullivan County Jail to serve his sentence.

Another hearing is scheduled in Criminal Court in Blountville on March 29, 2016 where Mr. Toronjo will answer to the charge of Violation of Probation. If convicted of violating his probation, he still has a significant amount of time remaining on previous sentences for stalking and burglary convictions that he could potentially be required to serve in full.

As previously released:

Convicted serial stalker, Albert J. Toronjo was released from jail on January 14, 2016 and placed on probation. In addition to the standard probationary restrictions, Mr. Toronjo was given two supplemental prohibitions. He was not allowed to contact any of his previous victims, and he was not allowed to initiate or solicit any handyman type work.

Within one week of his release, the Kingsport Police Department had already received two new complaints regarding Mr. Toronjo. On January 25, 2016 K.P.D. issued an official news release warning area residents of his criminal proclivities and requesting diligent reporting of similar incidents.

Within 48 hours, approximately 20 additional encounters with Mr. Toronjo had been reported. Some of these new incidents were just awkward interactions where he had behaved outside the limits of what would be considered generally accepted social norms and simply made people feel uncomfortable. However, a few of these incidents potentially rose to the criminal level and warranted further investigation.

One such incident occurred on January 22, 2016 when Mr. Toronjo went to a residence on E Street in Kingsport. He knocked on the door and asked the female resident if she wanted company; however, she promptly declined and instructed him to leave. After seeing the news release, she reported the incident to K.P.D.

Further investigation revealed that Mr. Toronjo had repeatedly harassed and stalked this woman during 2013 and 2014. She stated that he appeared to her to be unstable and that both she and her son had previously instructed him to never return to her property.

Based upon this information, a warrant was obtained on January 28, 2016 by the K.P.D. Criminal Investigations Division charging Mr. Toronjo with Criminal Trespassing. Meanwhile, his Probation Officer obtained a separate warrant charging him with Violation of Probation.

On January 30, 2016 at approximately 10:45 AM, the Kingsport Police Department was alerted of a possible sighting of Mr. Toronjo in the 1600 block of D Street. A Kingsport Police Patrol Officer responded and soon located him. When Mr. Toronjo saw the officer, he began to casually walk away; however, when ordered to stop, he complied.

He was arrested on both outstanding warrants and transported to the Kingsport City Jail. He was later transferred to the Sullivan County Jail in Blountville for confinement pending arraignment. The remaining new incidents involving Mr. Toronjo are currently being investigated by the K.P.D. Criminal Investigations Division with the possibility of additional charges to come.
