|On February 3, 2016 at approximately 8:00 PM, Kingsport Police Patrol Officers and Detectives responded to a residence located at 1326 Frank Street in Kingsport in reference to an individual being shot. Upon arrival, they located a 33 year old adult male victim with a gunshot wound. The resultant investigation revealed the following:
A woman and her adult son (the victim) were visiting the residence of Clifford J. Parker. Mr. Parker, had actually allowed the victim to stay with him for a couple of days while he was in between residences. Mr. Parker had received information that the victim was involved in illegal drug activity, prompting him to look through his belongings that he had brought into the home.
In doing so, Mr. Parker found a small amount of illegal drugs, additional drug paraphernalia indicative of drug use and distribution, and a significant quantity of cash believed to be profits from drug transactions. He immediately instructed the victim to take all of his property and leave.
Determining that the victim was not leaving quickly enough, Mr. Parker retrieved a handgun and recklessly pointed it at the victim in hopes of expediting his departure. While Mr. Parker and the victim’s mother contended that it was not intentional, at some point the gun discharged, with the projectile striking the victim in the upper torso area.
The victim was transported to Holston Valley Medical Center for treatment of serious but non-life threatening injuries. He has since been admitted and is now listed in stable condition. He is expected to recover.
Mr. Parker was arrested for Reckless Aggravated Assault and transported to the Kingsport City Jail. He was later released on bail after posting a $5,000 bond as set by the presiding Magistrate.
The drugs, paraphernalia, and cash were seized as evidence of unlawful drug activity. A parallel investigation is now underway by the K.P.D. Vice and Narcotics Unit.
