|On September 6, 2015, the Kingsport Police Department received a complaint from a woman regarding ongoing harassment from a man known to her as Mark Orbin Sloan. Further investigation by the K.P.D. Criminal Investigations Division revealed that in an attempt to recover disputed property in her possession, Mr. Sloan sent the woman a series of text messages from an unknown phone number.
In the messages, Mr. Sloan purported to be both a Kingsport Police Officer and a Tennessee Highway Patrolman. He also claimed that he had a subpoena to deliver to her and threatened her with both incarceration and humiliation via social media if she did not comply.
As a result of the investigation, K.P.D. Detectives obtained a warrant charging Mr. Sloan with Identity Theft. On September 9, 2015 at approximately 3:15 PM, Mr. Sloan surrendered himself at the Kingsport Justice Center. He was incarcerated in the Kingsport City Jail in lieu of a $3,000 bond.
