|On August 6, 2015 at approximately 4:15 PM, Kingsport Police Patrol Officers and Detectives responded to the area of the adjacent Riverfront and Domtar Parks in reference to a rape. These parks flank the Holston River and lie between Netherland Inn Road and Riverport Road in Kingsport.
Upon arrival, officers located a 40 year old female victim. She was walking in the parks for exercise when she was suddenly attacked from behind by a complete stranger. Her assailant pushed her to the ground and assaulted and forcibly raped her. Immediately after the attack, the suspect walked away. After she could no longer hear his presence, the victim immediately called 9-1-1.
Officers scoured the area and located Raffael Fansano in the vicinity. After further investigation, he was positively identified as the suspect in question and charged with aggravated rape. He remains confined in the Kingsport City Jail in lieu of a $50,000 bond as set by the presiding judge. He is scheduled for transfer to the Sullivan County Jail in Blountville later today.
The Kingsport Police Department wishes to stress that while violent attacks by complete strangers such as this are rare, citizens are cautioned that parks by their very nature are isolated places. Individuals are encouraged to take basic precautionary measures which include visiting a park with a friend rather than alone, always carrying a cell phone, being constantly aware of your surroundings, and in the unlikely event that something were to happen, having a basic personal safety plan.
