|On March 1, 2015 at approximately 9:30 PM, an adult white female (name will not be released) walked into the main entrance of Holston Valley Medical Center, located at 130 West Ravine Road in Kingsport. She noticed a previously unidentified white male standing in the lobby, but paid him no special attention. As she walked through the lobby, she realized that this same individual was walking behind her, but again paid him no special attention. As she walked down a set of steps, this same male slapped her on the buttocks. Startled by the unprovoked assault, she quickly turned around to see him running away.
The victim immediately reported the incident to hospital personnel, who notified hospital security, who in turn reported the matter to the Kingsport Police Department. She gave a thorough description of the suspect and a detailed account of the incident, which were confirmed by a review of hospital surveillance video footage.
The investigating detective distributed an image of the suspect to other Kingsport Police Department personnel with a request to be on the lookout for him and assist in identifying him. Due to previous contact with the suspect, a fellow detective was able to promptly identify him as Frankie David Shelley. A warrant was obtained for his arrest, charging him with Sexual Battery, a Class E felony.
On March 9, 2015 at approximately 9:15 PM, Mr. Shelley was located by K.P.D. Patrol Officers in the 200 block of Broad Street in Kingsport and arrested on the outstanding warrant. He was transported to the Kingsport City Jail where he remains incarcerated awaiting arraignment.
