General Narrative

Three individuals have been charged with numerous drug offenses after an odor of marijuana was detected emanating from their apartment.

On October 29, 2013 at approximately 9:00 PM, a courtesy officer was distributing Halloween safety educational materials to residents at Allandale Falls Apartments, located at 1000 University Boulevard in Kingsport. He noticed a strong odor of marijuana originating from Apartment #A-10. He made contact with the residents, told them what he had smelled, and asked them where the marijuana was located. One of the residents, Brett Anderson, voluntarily turned over two bags of marijuana. Also in the apartment at the time of this incident were a co-renter, Zachary Bailey, and a visitor, Isaac Roop.

While standing at the entrance to the apartment, the courtesy officer could see multiple items of unlawful drug paraphernalia, including traditional marijuana pipes and marijuana water pipes (commonly referred to as bongs) in plain view. At this point, the courtesy officer summoned Kingsport Police Patrol and Vice Units to continue with the investigation.

K.P.D. Vice Detectives located additional unlawful drug paraphernalia inside the apartment including scales, rolling papers, baggies, and baggie ties. More marijuana was found as well for a total of approximately four ounces. They also located Schedule I Narcotics that appeared to be some variant of Ecstasy in the form of the trendy yet dangerous new street drugs “Molly” or “Gravel.” Other Schedule I Narcotics (LSD) were also found inside the apartment.

This apartment complex is within 1000 feet of a Kingsport City Elementary School and a privately owned childcare facility.

All three individuals were arrested and transported to the Kingsport City Jail for processing and ultimately to the Hawkins County Jail for confinement.

2) 2 Counts of Possession of a Schedule I Drug (Ecstasy/Molly/Gravel and LSD)

3) Possession of a Schedule VI Drug (Marijuana) for Resale Within 1000 Feet of a School

4) Possession of Unlawful Drug Paraphernalia

Mr. Bailey was charged with:

1) Maintaining a Dwelling Where Narcotics Are Used, Sold, or Stored

2) Possession of a Schedule I Drug (Ecstasy/Molly/Gravel)

3) Possession of a Schedule VI Drug (Marijuana) for Resale Within 1000 Feet of a School

4) Possession of Unlawful Drug Paraphernalia

Mr. Roop was charged with:

1) Possession of a Schedule VI Drug (Marijuana) Within 1000 Feet of a School

2) Possession of Unlawful Drug Paraphernalia
