General Narrative

One suspect is in custody after firing multiple shots from his vehicle at a group of individuals.

On October 26, 2013 at approximately 4:40 PM two teenage girls were driving to a residence on Noble Street when they noticed an individual, later identified as Robert C. Arnold, was tailgating them. Prior to this incident Mr. Arnold was completely unknown to the victims. Mr. Arnold was driving a gray Cadillac Sedan with one headlight out. As the girls parked alongside the street, Mr. Arnold threw a can at their vehicle.

The girls went inside the residence, but a few minutes later they left again. As they approached the intersection of Duke Street and Granby Road, they observed Mr. Arnold standing on the corner outside of his vehicle holding a handgun at his side. The girls went home and told some adults, including the father of one of the girls, what they had observed.

The girl’s father and another individual got into the car with the girls and went to find Mr. Arnold to see what the problem was. They found him sitting in his Cadillac, stopped at the intersection of Duke Street and Clouds Ford Road. They stopped, and the father exited the vehicle and approached the Cadillac in an attempt to speak with Mr. Arnold.

As the father approached the Cadillac, Mr. Arnold raised a handgun and fired three shots out the passenger window of the Cadillac toward not only the father, but also toward all of the occupants of the victims’ vehicle.

The victims left the intersection and went home to call the police. K.P.D. Patrol Officer Aaron Grimes responded to the area and located the Cadillac travelling on Duke Street. He conducted a traffic stop at 1801 Granby Road and took Mr. Arnold into custody.

K.P.D. Detective Tommy Arnold responded and took over the investigation, ultimately charging Mr. Arnold with four counts of Aggravated Assault. Mr. Arnold was confined in the Kingsport City Jail on a bond of $30,000.

Fortunately, nobody was injured in this incident.

The Kingsport Police Department wishes to stress the importance of using caution and discretion in these types of incidents and offers the following tips:

1) If you suspect you are being followed, DO NOT go home. Drive to a well-lit public place, preferably the Police Department. In the meantime, use your cell phone to call the police.

2) If an individual is driving or behaving in an aggressive or confrontational manner, call the police IMMEDIATELY.

3) If at all possible, do not confront the individual yourself, ESPECIALLY if you have reason to believe that the individual is armed. Instead, call the police, who are trained and equipped to deal with these situations.
